  이 보고서는 경기도에 산재하고 있는 100여개의 등록 박물관ㆍ미술관의 전반적인 운영실태를 근간으로 장단기적인 진흥방안을 제시하는데 있다. 이를 위하여 제1장 ‘경기도 박물관·미술관 현황과 분석’에서는 등록관 현황과 성격별 분류, 운영주체별 구분, 진흥조례 등을 총괄적으로 통계ㆍ조사하였다.

 

  제2장 ‘경기도 박물관·미술관 운영실태’에서는 기초자료와 인력, 소장품 등 11개 분야에 걸쳐 세부적인 현황을 파악하였다. 이 부분은 전관을 대상으로 한 설문과 50여관의 현장방문 및 관장, 학예사 등과의 인터뷰를 비롯하여 인터넷 자료수집 등으로 이루어졌다.

 

  제3장 ‘외국의 지역뮤지엄 시스템과 지원’에서는 영국과 미국, 중국 등 주요 외국의 지역뮤지엄들에 대한 지원기구 및 역할 등을 조사하였으며, 제4장 ‘경기도 박물관·미술관 장단기 진흥방안과 외국사례에서는 위의 조사와 연구를 근거로 경기도의 박물관ㆍ미술관장단기 진흥방안과 외국사례를 제시하였다.

 

  특히 ‘뮤지엄경기 2015’ 프로젝트는 중기전략으로 6년간 연간 계획을 단계적으로 제시하면서 국내는 물론 세계적으로도 상당 수준을 확보해가는 역량을 마련하였으며, 뮤지엄 역량강화 내용으로 등록의 엄정성을 확보하고 3년마다 평가를 실시하며, 인적 자원의 질적 향상을 위한 전문인력교육, 연구 분야를 지원하는 안을 최우선으로 하였다.

 

  경영전략으로서는 지역의 관광과 축제를 연계하는 프로그램을 개발해야하며, 후원제도를 활성화하고 문화상품을 공동 개발하여 관광과 연계하는 방안을 적극적으로 모색해야 한다는 점을 강조하였다.

이번 보고서에서 가장 핵심적인 대안으로 제시된 것은 ‘뮤지엄컴플렉스(Museum Complex)’이다. 40-60개관이 2개 지역에 유치됨으로서 그간 치명적인 어려움으로 부각되어온 재정자립도의 열악한 현실을 해결하고 지역의 관광산업에도 기여하게 되는 다양한 성과를 도출하는 안을 설계하였다. 여기에 ‘경기뮤지엄엑스포’ 개최 역시 중요한 사업으로 구상되었다.

 

  이밖에도 학교나 복지시설 등 지역사회와의 연계, 교육프로그램의 확대로 25만명에서 100만명 수준의 혜택증가, 현실적인 지원프로그램으로 개편 등을 논의하였다.

 

  또한 전문성을 확보하고 지속적인 등록, 평가, 지원 업무를 실시하기 위해서는 경기도박물관협의회의 체제개편과 매뉴얼발간, 정보 및 지원센터 개설 등 업무의 확대요구를 제시하였다. 부록으로는 전국의 각 지역 진흥조례를 비롯하여 경기도의 제반 자료, 전국 박물관ㆍ미술관 활동사례를 수록하여 한 눈에 타시ㆍ도와의 비교가 가능하도록 함과 동시에 경기도의 관련 D/B를 참조할 수 있도록 하였다.

 

  이와같은 기대효과로서는 눈에 띠는 수준으로 격상된 경기도민들의 문화적 향유권 신장, 박물관·미술관이 문화전진기지로서 체험학습, 평생학습 등 교육의 장을 마련하고, 전도민 뿐 아니라 내ㆍ외국인들에게도 경기도의 수준높은 관광자원의 역할을 할 수 있는 기회를 창출하는데 있다.

Long-Term and Short-Term Schemes for the Advancement of Museums in Gyeonggi Province

Based on the general overview of the actual conditions of the 100 registered museums dotting the landscape of Gyeonggi province, this report proposes long-term and short-term schemes for the advancement of the museums. Chapter one entitled, "The current state and analysis of museums in Gyeonggi province" provides a comprehensive statistical research of the registered museums grouped by their status quo, characteristics, governance, policies, etc.

 

Chapter two, "The actual conditions of museum management in Gyeonggi province" identifies in detail the 11 sectors of museum management such as the basic data, human resources, and collections. Also included are the survey participated by all museums, site visits to 50 museums, interviews of directors and curators, and online data research.

 

Chapter 3 "Overseas regional museum systems and grants" investigates the supporting institutions and the role of leading overseas regional museums including the ones in United Kingdom, US, and China. Chapter 4 proposes long-term and short-term schemes for museum advancement based on the findings in chapter 3 and the examples of overseas museums.

 

"Museum Gyeonggi 2015" project will take place in phases over the next six years, which will provide an opportunity for high standards of museum operations, both on domestic and global scale. A high priority is placed on the rigorous evaluation review conducted every three years, professional development opportunities, and research grants.

 

In terms of management strategy, the importance of opportunities linking to regional tourism sector is highlighted such as development of programs connected to regional tourism and festivals, revitalization of the funding system, joint development of museum shop products, etc.

 

This report proposes an important alternative measure, "The Museum Complex." Forty to sixty museums are invited to be established in two regions in order to address the dire situation highlighted by the problems of financial self-governance. The museums will contribute a diversity of achievements to the regional tourism industry, and the holding of the

 

"Gyeonggi Museum Expo" will play a great role in the undertaking.

In addition, the report explores the opportunities to strengthen ties with regional communities including schools or welfare facilities, the expansion of educational programs for the benefit of 250,000 to 1,000,000 million residents, and the revision of funding programs.

 

The system of the Gyeonggi Museums Association needs to be restructured in order to expand museum professionals at all levels, and to conduct a continuous practice of registration, evaluation, and sponsorship. An appendix to the report includes funding policies of the individual regions, entries of the activities of all museums nationwide, and the database of the various affairs of Gyeonggi province.

 

In anticipation of enhancing the dynamic cultural engagement between museums and the residents in Gyeonggi province, the museums will play a great educational role in the communities providing lifelong, hands-on learning experiences, and all Korean citizens and foreigners will benefit from the opportunities with a high standard operation by Gyeonggi tourism resources.
