  이 백서는 2004년부터 2006년까지 국무총리실 복권위원회에서 지원된 ‘사립박물관ㆍ미술관 특별전시지원사업’에 대한 총괄적인 자료를 정리한 것이다. 발간 목적은 과거 3년간 실시된 기금지원의 성과를 되돌아보고 국민 문화향수권 신장과 민족문화보존, 창달에 기여할 수 있는 개선안을 적극 모색해 가는데 있다.

  주요내용은 복권기금의 지원 목적과 개요, 기금 지원과정 및 내용, 지원결과 통계, 기금집행 평가, 사업운영 성과 및 결과 분석, 설문조사와 분석, 2006년 전국 사립박물관․미술관 실태, 해외의 사례, 문제점과 향후 과제, 부록 등으로 이루어져 있다.

  구체적으로는 각 해당년도의 지원목적과 근거, 시스템과 지원방법, 공고문, 지원분야와 형식 및 지원결과, 평가의 기준과 결과, 우수관명단, 주요 개선안과 내용 등에 대해 자세한 내용을 언급하고 있으며, 주요 문제점을 분석하고 나아가 향후 개선방안을 열거하고 있다.

  특히나 국내의 사립박물관과 미술관의 현황을 거시적으로 파악하고 실태를 바탕으로 지원을 하는 과정에서 조사된 자료를 그래프화 하고 이를 종합하여 현재 한국의 사립박물관과 미술관의 현황을 소개하고 있다.

  여기에 각 지원대상관과 관람객 등을 대상으로 설문조사와 만족도 조사, 제 3의 평가기관에서 실시하는 평가결과를 구체적으로 게재함으로서 이 사업의 성공여부와 한국문화예술의 보존과 소외계층에 대한 기여성과를 종합하였다.

  주요 외국의 복권기금과 주요 기금지원의 사례와 함께 부록에서는 각종 양식을 수록하여 지원 절차에서 많은 참고가 되도록 하였으며, 복권위원회의 기금지원목적에 부합하는 사업으로 거듭나기 위하여 매년 변화하는 지원금 운영 과정을 소개하였다.

Study of Prime Minister's Lottery Commission Temporary Exhibition Funding Programs for Private Museums

2004-2006

 

  This publication provides an overview of all the data concerning the temporary exhibition funding programs of private museums supported by the Prime Minister's Lottery Commission from 2004 to 2006. The purpose of this study is to review the results of the lottery-funded programs during the last three years, and to implement improvements for the enhancement of the quality of cultural experiences for all Koreans, and for the successful contribution to the mission of cultural preservation.

  The key elements included in this report are the purpose and outline of lottery-funded programs, description of the application process, review criteria, statistics of application result, panel procedure, funding lists, evaluation of award assignments, list of outstanding museums, analysis of the final results of the funded programs, analysis of the questionnaires, report of the status quo of the nation-wide private museums in 2006, case studies of overseas private museums, examination of issues that need to be addressed for the future, and appendix.

 This research places a particular focus on the comprehensive review of the current situation of private museums in Korea and on the basis of that finding charts are made which give a detailed view of the status quo of the Korean private museums.

  This research also includes surveys conducted to measure the satisfactory levels of both the grant recipients and the museum visitors, a detailed report of the panel review to ensure the successful accomplishment of the lottery-funded programs, all leading to contribute to the preservation of Korean arts and culture, and to reach out to underserved audiences.

  In the appendix, in addition to the case studies of major overseas lottery-funded and other support programs for private museums, various forms of application procedure are included to be used as reference during the application process.  In order to continuously fit in with the goal of the Lottery Commission's funding programs, the annual changes that take place with the application procedure are introduced as well.
